The dependent variable is leadership success and influence in policymaking. This is

a topic about which there is considerable discussion and the manner in which it is to be

conceptualized and operationalized is the subject of energetic debate among scholars

of governors (Gross, 1989) and of other political executives. These scholars have

suggested at least three criteria: (1) maximization of administration goals (Neustadt,

1990; Gross, 1991); (2) minimizing discordant public debate and maximizing govemmental

legitimacy (Greenstein, 1982; Heifetz, et al., 1989, p. 541); and (3) historical

“standing” or reputation (Simonton, 1987, p. 2; Sabato, 1990; Dilger, Krause, and

Moffett, 1995). This study makes use of two of these conceptions of leadership success

and influence.

Maximizing Administration Goals

The first is success in obtaining passage of administration proposals to the legislature.

Legislative success scores, for each of the 44 sessions examined, are calculated

for each governor based on the proportion of non-budgetary policies (there was no

executive budget in Florida prior to 1968, thus precluding an analysis of budgetary

items) proposed in the State of the State message that were enacted into law in that session. A gubernatorial proposal was defined as either a call to legislative action on

an identifiable policy or project, or as an indication of gubernatorial support for an

already existing policy or project. The call to action had to give specific directions as

to the nature of the proposal or as to when or how the policies should be implemented.
