Research about the determinants of presidential popularity demonstrates that

changes in support are tied to conditions in the economy, to specific domestic and

foreign events and to time in office.5 While similar factors at the state level may

also affect the public’s assesment of the performance of governors, their place in

the federal system of government complicates gubernatorial appraisal. To

paraphrase V.O. Key, within the states, public attention cannot be sharply focused

on the actions of governors undistracted by extraneous factors: national issues,

national economic conditions and national partisan forces also project themselves

onto evaluations of the manner in which governors perform their jobs6 A study

of gubernatorial popularity, therefore, must be sensitive to national influences as

well as state level factors. Our model includes measures of both. It draws upon

the research of scholars who examine the relationship between state-level elections

and national political and economic developments to supplement that of public

opinion scholars.

The results of the research on the topic of determinants of support for state level

officials is mixed and depends to some extent on the manner in which “support”

is conceptualized. In the absence of good survey information at the state level, most

scholars have employed electoral data to test their hypotheses. The results of this

work are consistent and indicate that national rather than state forces are most

important to the evaluation of state-level political leaders.
