My main research question is: What types of access do interest groups have to the

presidency? What channels of access do organized interests use to contact the president?

Are there different levels to this access? After reviewing the literature, it is apparent that

scholars do not know the complete answers to these questions. Some channels have been

identified, such as the Office of Public Liaison (OPL) and White House staff (Pika, 1981;

Schlozman and Tierney, 1986; Orman, 1988). And Carol Greenwald (1977) identified the

importance of bureaucratic contact points, such as regulatory agencies. However, past

research was rarely done in an analytical manner, and scholars usually pointed out an

access channel and examined it in isolation of any other variables, such as whether the

president has close relations with the channel.

These past views do not allow for a complete understanding of the complexity of the

relationship between the presidency and interest groups. They only permit researchers to

describe the interaction. What is needed is a more analytical approach to this interaction.

When one views president-interest group contact as two dimensional, not as one dimensional,

the relationship becomes clearer.
