Several explanations for gender differences in foreign policy center on the social


location of men and women. First, because women are relatively less affluent than


men’ it may be that they are more likely to perceive that military action and


expenditures divert scarce resources from spending on social programs. For those


at the bottom of the economic ladder, a “bread not bombs” position becomes


especially attractive. This hypothesis is relatively easy to test with controls for


income.


Second, it is possible that the gender gap on military issues is a function of gender


differences in partisanship or ideology. Because women are more likely than men


to be Democrats,’ they may be more likely to be influenced by congressional


Democrats counseling restraint, while men may be more influenced by a Republican


president advocating military action. Because women are also more likely to call


themselves liberal than men, they may be less supportive of military action. These


hypotheses offer straightforward tests: if gender differences disappear after controls


for partisanship or ideology, then the gender gap is a reflection of the different


partisanship or ideology of women and men.’
