As countries in Eastern and Central Europe freed themselves from years of domination by


the former Soviet Union, the Western world began to hear reports of the serious


environmental problems and crises resulting from the centrally planned, command form


of industrialization. The Soviet, Stalinist, model of economic development emphasized


growth through rapid industrialization. In these command economies, industries were state


owned and concentrated on the development of heavy industry, where the focus was on


gross output rather than quality and efficiency gains. This form of industrialization proved


to be resource- and energy-intensive, as well as inefficient. Little attention was paid to the


byproducts of industrialization.


Because industries were directly owned and controlled by governments that focused


upon meeting quotas as a measure of growth, there were no incentives to use resources


efficiently (Cole, 1993, p. 45). Additionally, within the centrally planned economies there


were no provisions for environmental protection. As a result, East-Central European


countries have a large inventory of environmental disasters, face severe environmental


contamination, and must now find ways to deal with the adverse environmental effects of


40 years of Cold War industrialization.
