Urban wages were examined for staff and workers in China on two levels. First,


according to region. This included research on average wages paid in each province,


China’s three municipalities, 4 SEZs and 14 coastal cities. Second, overall average


wages as well as average wages in state-owned and collective units were examined.


Wages were gathered for “staff and workers;” namely all persons employed in


public administration, economic enterprises, education, health and mass organizations


in urban areas, who had a regular wage or salary (Howe, 1973). Such statistics have


been much more readily available since 1981. A study done by Jeffrey Taylor and


Karen Hardee (1986) listed data for average income of staff and workers for 198 l-


1983. In 1981, China also began publishing a yearly statistical yearbook (State Statistical


Bureau, 1981-1992) which provided average wages by province for staff and


workers. Another resource is Zhongguo Jingji Nianjian (Almanac of China’s Economy,


1983-1987) which included fairly complete statistics for 1982-1986. These


sources provided wage statistics for all workers by province and municipality as well


as a breakdown of wages for state and collective units. Average wages were provided


for all work units by province from 1981 to 1989. However, beginning in 1989, the


State Statistical Bureau stopped publishing separate wage data for state-owned and


collective units for each province.
