Existing research on the political behavior of American Indians has developed along

three distinct lines. The first group of studies examines the indigenous activism of the 1960’s and early 1970’s. Central to the protest literature is the identification of the

American Indian Movement (AIM) and its subsequent effects on Federal/Indian policy

and the global indigenous movement (Deloria, 1969; Deloria, 1970; Deloria, 1985;

Matthiessen, 1991; Stem, 1994). The confrontations between the U.S. government and

American Indians during this era, ranging from the “fish-ins” beginning in 1964 to the

eventual AIM occupation of Wounded Knee in 1973, forced issues of consequence such

as cultural integrity and autonomy onto the federal agenda. However, these events alone

do not explain indigenous political behavior subsequent to the AIM activism of the

1970’s. Nor do they attempt to show the role specific tribal governments play in supporting

or choosing not to support state and federal office-seekers.

A second body of literature focuses on the voting behavior of Indian tribes and individuals

(Peterson, 1957; Ritt, 1979; McCool, 1985; Engstrom & Barrilleaux, 1991).

While these studies have contributed to an understanding of American Indians, they

have primarily relied on the activity of a few tribes to generalize about Indian political

behavior or focused on case studies to explain the voting behavior of specific tribes.
