There has been much written in the social sciences that laments the weakening of


public discourse and civil society.’ Reich added a new dimension to this discussion


by positing that many top income earners, most of whom earn their way in the


international economy by employing their skills as symbolic analysts, have seceded


from the public by withdrawing into homogenous residential communities called

“enclaves. ”


Enclaves are closed communities containing first rate infrastructure including


housing, good schools, health care, and commercial services all protected by private


security mechanisms. Wealthy symbolic analysts are viewed as having a propensity for enclave residential preferences and support the shifting of tax burdens to lower


income America, while withdrawing their support for funding from public


programs.3 Enclavers, having detached themselves from their fellow citizens, are


said to have a low level of civic concern; or, in other words, enclavers are viewed


as not being as concerned as the non-enclavers about pressing economic and social


problems. Reich’s argument has not been substantiated empirically and it was the


purpose of the research reported here to determine whether or not those residing


in an enclave had a lower level of civic concern as compared to those who did not


reside in an enclave.
