The 1990s have seen a tremendous increase in the number of works looking at public


ethics, morality, values, and anything seen as “good” for society and the public sector.


Although these concepts are by no means new, they are being embraced with a new-found


enthusiasm. It seems that along with the reinvention of government, and the recasting of


bureaucrats as entrepreneurs and the public as customers, we need to provide a set of


ethical guidelines for the new “businessperson” to follow.


History truly does repeat itself. Roughly one hundred years ago, Woodrow Wilson


called for a separation of politics and administration so that we could better focus on


administrative efficiency—patterned after business, of course. The progressive era’s


desire to achieve a competent, efficient, moral government was driven by many of the


assumptions we are now facing as we enter a new millennium. Two key assumptions then,


and now, are: (1) efficiency is the primary goal of an organization; and (2) the private


sector can serve as a model for attaining greater levels of efficiency. It seems only fitting


that as we once again focus on efficiency as the primary goal of government, we also take


another look at the ethical obligation of public servants. Why? In the words of one


contributor to The Ethics Edge, “government is not business and as government becomes


more businesslike, corruption is likely to increase.”
