Women and minorities have been entering politics in record-breaking numbers since


the early 1970s. While only about eight percent of state legislators were women in


1974, by 1994 the numbers had nearly tripled to 21 percent. African Americans experienced


a slower rate of growth, from less than four percent in the early 1970s to just


over five percent in 1992.1 No doubt this increased gender and racial diversity in legislatures


has altered the behavior of the institution, but has it changed the perceptions of


individuals within the institution? Have women and blacks come to see themselves as


an integral part of the institution. Have white men--still the majority--come to see


their female and black colleagues as members of the group, no different from themselves?


This article looks at how traditionally under-represented groups, now gaining


position within state legislatures, perceive their role within the legislature--their


perceived political obligations and their experiences with the policy making process.


Because no two legislatures share identical characteristics, this article also seeks to


understand whether traits of the legislative body (factors such as its size and party


composition) influence the experiences of women and minorities.
