From a decision-making perspective, perhaps the most salient characteristic of charter


committees is their limited and temporary nature. Such committees are limited to the specific goal of producing a product in the form of a charter and, once this is done, go out


of existence without a struggle. Because they do not stand for reelection, we might assume


that committee members are relatively free to act on the basis of their private political


philosophies or personal experiences. Yet, one cannot altogether dismiss the importance


of electoral factors. Although re-election to the commission is not a factor, the political


ambition of the members may be presumed to have an influence on how they vote.


Research suggests that the voting behavior of commission members, like other elected


officials, may be a response to their office goals (Schlesinger, 1966). Ambitious politicians


think in terms of the constituency they need to cultivate to get elected to another office.


Some research also indicates, “Ambitious officeholders will view policy issues differently


from unambitious officeholders . . . An incumbent who aspires to and expects to gain a


more exalted political post is likely to support policies which expand the prerogatives of


that office” (Prewitt and Nowlin, 1969, pp. 300, 301).
