Cincinnati has a tradition of progressive politics and good government initiatives. Much


of Cincinnati’s progressive movement was in response to the political machines that


dominated the politics of the city and Hamilton County in the late nineteenth and early


twentieth centuries.4 After World War I, Cincinnati reformers set out to clean up the city’s


government through a program of business-like management and nonpartisan professional


administration. In 1924 a coalition of reformers, the City Charter Committee, proposed


and won approval for an amendment that provided a system of proportional representation,


at-large, nonpartisan council elections and a city manager.


The City Charter Committee quickly became a major player in city elections; they


controlled the city council outright until 1935 and shared power with the GOP until 1959.


After 1957, a change in the method of selecting council members, changing demographics,


the rise of the Democratic Party in municipal politics and a reduced saliency regarding

“good government” issues undercut the Charterites.
