When radio telegraphy was perfected for mass broadcasting after World War I,


numerous European immigrant groups had already established newspapers or periodicals


to communicate in their native language and to inform readers about public


events and news that involved their nationality or mother country. Recognizing the


rapid sales of radios and their media potential, ethnic groups began to turn their


attention to multilingual programming on radio, largely for the purpose of serving


unassimilated populations.


One significant niche was the large numbers of concentrated ethnic listeners, and


their purchasing power, who could be reached inexpensively by radio. Consequently,


15 percent and more of the country’s AM/FM radio stations aired ethnic programs


between 1960 and 1990 (Grame, 1980, Jeffres & Kyoon Hur, 1978). In fact, the


number of programs more than doubled in this period. Every state and the District of


Columbia had at least one program in 1980 and 1990. Concentrations of 100 or more


ethnic programs in 1990 were found in 7 states: California (215), Florida (11 l), Illinois (106), Massachusetts (142), New York (182), Pennsylvania (120), and Texas (198).


These states accounted for 46 percent of all programs. Heavy regional concentrations


appear in the South and in the American Manufacturing Belt around the Great Lakes.


Eight states (Delaware, Idaho, Montana, Nevada, North Dakota, South Dakota,


Vermont, Wyoming) and the District of Columbia each had fewer than 10 ethnic


programs or only a combined 2 percent.
